[抽選グリーンカード] case numberが 'Current'ってどういう意味？

グリーンカード抽選に応募して、コンピューターによる無作為の抽選で、最初の約10万人にめでたく選ばれると、当選通知に同封されてきた書類を記入して、KCCというところに送り返します。
あとは、大使館での面接の日にちの通知を待つばかりです。 大使館で行われるのは、面接といっても、必要書類を提出して確認してもらうだけで、面接試験があるわけではないそうです。
大使館での面接は、当選通知に記載されていた case number順に行われるようです。 毎月、U.S.Department of Stateのサイトで、2ヵ月後に何番のcase numberの人まで面接が実施されるかが発表されます。
面接は10月から9月までの間に行われますから、昨年のDV-2007では、2006年10月には1550番まで、11月には2600番まで・・・と、面接が行われてゆきました。そして、2007年7月には7500番まで面接が行われました。
U.S.Department of Stateのサイトでは、8月は番号が発表されず、'Current'と記載されました。9月も同様に'Current'となっています。
このCurrentとはいったい何でしょうか？
従来（先月）と同じで進展なし、という意味なのか、処理の進むに任せて5万通のグリーンカード発行のいけるところまで、という意味なのか？
Googleで、「グリーンカード抽選」を検索してみると、移民手続業者のサイトがずらっと出てきますが、唯一個人のサイトがRocさんのサイトです。ここは、2003年からのグリーンカード抽選の当選者の体験談が紹介された充実したサイトです。そのサイトでRocさんは、下記のように解説されています。
「Currentと書いてあるのはケース番号の制約がなくなり、DV移民手続き枠がある限り大きな番号の当選者にも面接が回ってくるという意味になります。」
グリーンカード抽選当選者の手続をサポートする移民弁護士の方のサイトでも、'Current'を「当選者全員」と訳されています。
しかし、日本以外にもアジアの各国に、7500番を超えるcase numberの当選通知を持つ人が居たわけで、東京の大使館で一週間に面接できる人数にも限りがあると思われます。 'Current'と発表された後、7500番を越えるcase numberを持つ人には、いったい何が起こったのか、大変興味のあるところです。

アメリカ合衆国という国は、移民を受け入れて発展してきました。アメリカのノーベル賞受賞者の三分の一が移民であるというデータもあるそうです。移民を受け入れ続ける事で、社会が活性化され、文化や技術やスポーツのレベルがアップし、また高齢化社会になる事を防いでもいるわけです。

グリーンカード抽選は、正式には「移民多様化ビザ抽選プログラム」（the Diversity Immigrant Visa Program）と呼ばれています。アメリカ合衆国への移民を多様化しようという意図で、過去5年間のアメリカ合衆国への移民数が5万人以下であった国からの移民をコンピューター抽選で受け入れるというプログラムです。

テロの影響や、不法移民の取締りの強化などにより、今年が最後になるかもしれないと、毎年言われながら、毎年実施されて来ました。

「移民多様化ビザ抽選プログラム」（DV PROGRAM）には、http://www.dvlottery.state.gov/から応募します。今回のDV-2009は、東部標準時の2007年10月3日(水)から2007年12月2日(日)までの間、受付が行われました。

[DV2008] 2月のCut Off Number

2008年2月のDVプログラムの cut-off numberが発表されました。 6900番です。 当選通知の case numberが6,100番までの人は2008年1月までに、6,900番までの人が2月に大使館で手続をすることができます。

グリーンカード抽選には、アメリカ政府のウェブサイトから応募します。

抽選の結果、10万件が無作為に選ばれて、続きの手続を案内する書類が郵便で送られて来ます。これを当選と呼んでいるサイトが多いようです。10万件ということは10万家族なので、実際に当選した人は10万人を超えると考えられます。夫婦ならば1件で2人、夫婦と子供2人ならば1件で4人。海外の諸国からの応募では、もっと子供の多い応募も多いのではないかと思います。ただし、夫婦が2人とも当選している場合もあるとすると、その場合には2件で1家族となります。1件の人数が平均3人だと仮定すると、30万人が当選した事になります。

ところが、実際にグリーンカードが発行されるのは5万枚です。当選した30万人のうち5万人しかグリーンカードの発給を受けられないわけです。だから、急いで続きの手続を、と急がせているサイトがあります。しかし、この解釈はおそらく誤りだと思います。

無作為に選ばれた10万人に送られてくる当選通知、すなわち「続きの手続のガイド」には、case numberという番号が振られています。手続はこのcase numberの順に行われ、5万枚の移民ビザが発給されたところで打ち切られるようです。

急いでも無駄で、むしろ自分のcase numberの順番が回ってきたときに、不備がないように確実に準備する事が必要だと考えられます。

あるとき、「グリーンカード（米国永住権）の抽選に当たったので、渡米準備中」という28歳の男性と、メールでやりとりしていた。彼が、自分の英語力、自分の専門能力から鑑みて、渡米したあとに、特に就職面で、どんなことが自分に待ち受けているのかについて、私の意見を求めてきたからだ。

日本人が米国で働く場合には、米国の大学や大学院に留学したり、外資系企業で働いて米国転籍したり、日本企業で米国駐在したりしながら、都度、誰かにスポンサーしてもらってビザを得て、一歩一歩経験を積みながら、機が熟したところでグリーンカードを取得するというのが普通だ。その間、留学でも就職でも、必ず「誰かに選ばれる」というプロセスが介在してビザをスポンサーされる。だから、「選ばれる」自分の価値を確認しながら、一歩一歩着実に歩んでいける。

しかし「抽選でグリーンカード」というのは、そのプロセスを一気にすっ飛ばすわけである。米国で働きたい人にとって、グリーンカード取得は素晴らしい幸運である。でも日本の大学を卒業して日本でしか仕事経験のない28歳が、抽選でグリーンカードを取得して渡米すれば、ある意味、徒手空拳の就職活動が待っている。就職時に「グリーンカードを持っている」ことは、ビザをスポンサーしてもらう場合よりは条件がうんといいが、それ以上でも以下でもなく、とても厳しいことが待っているはずだ。

私が渡米したのが34歳のとき。このメールを書いたのが44歳のとき。「44歳の私」が「34歳だった私」から相談を受けたら、どんな回答をしただろうかと悩んでしまったのである。ひょっとして「お前がやろうとしていることは、危なっかしくて見ていられない」と答えたのではあるまいかと。

たしかに「44歳の私」は、10年前「34歳だった私」に比べて、圧倒的にモノが見えている。いろいろな経験を積んだ。たくさんの人を見てきた。でもモノが見えている分だけ、新しいこと、未経験なことについて、ネガティブに判断するようになってはいないだろうか。これを「老い」と言うのではないのか。

放置すれば人は、年を取るにつれてどんどん保守的になっていく。私も、意識的に「若さ」と「勢い」を取りもどさなければいけないなぁ。

[DV2009] グリーンカード抽選の申し込みが締め切られました。

2009年のグリーンカード抽選の申し込みが、アメリカ時間の12月2日に、締め切られました。 今は、2008年の抽選当選者の手続が、case number順に進められています。

１．当選通知を受け取ったら準備するもの

卒業証明書
最終学歴の大学(または高校、専門学校、大学院など)の英文の卒業証明書を取り寄せます。

写真
細かな規定が当選通知に記載されているので、それに合わせて撮影します。撮影は自動販売機で十分です。
当選後すぐに送った写真が、パスポートに印刷される移民ビザにも印刷され、さらにグリーンカードに刷り込まれるようです。後に大使館に持参する写真は、移民ビザにもグリーンカードにも使用されないようです。

戸籍抄本
本籍地から家族全員分の戸籍抄本を取り寄せて、原本を大使館面接に持参します。大使館面接には、英訳を作成して合わせて提出します。
当選通知のすぐ後に提出する書類に記入する出生地などの各情報は、戸籍抄本と一致させておかないとトラブルの原因になりかねませんので、注意が必要です。

パスポート
大使館面接時点で最低8ヶ月の有効期限が必要です。
更新が必要な場合には、警察証明書の発行申請前に更新を済ませておかなければなりません。

２．面接通知を受け取ったら面接までに準備するもの

ビザ健康診断書
米国国務省のビザ健康診断指定医療機関のサイトにリストされている病院を予約して、ビザ健康診断を受診し、大使館面接にビザ健康診断の診断書を持参します。
ビザ健康診断書の有効期限は1年で、大使館面接後に移民ビザを受け取って、最初にアメリカに入国する時まで有効である必要があります。

警察証明書(無犯罪証明書)
警察署に行って、警察証明書を申し込みます。警察署の鑑札課で全ての指の指紋を専用の機械で採取します。7日～10日後に警察から連絡が来たら、取りに行きます。

財力証明書
銀行、証券会社、生命保険会社などに残高証明書を発行してもらいます。

EXPACK500
大使館面接の後、移民ビザを貼り付けたパスポートと、封印された必要書類封筒を返送してもらうためのEXPACKです。 コンビニなどで500円で購入して、自分の住所氏名を、送り先欄に記入して、大使館面接に持参します。

申請料金
大使館面接の時にクレジットカードで支払うことができます。

[DV2008] 当選通知で指示されているもの

DV-2008の当選通知 (Conglaturatory letter) では、下記の資料を準備するように指示されています。

Evidence of support	銀行、証券会社、生命保険会社の英文残高証明書を準備します。世帯の金融資産の証明書です。

[抽選グリーンカード] 当選者の子供の年齢制限について

DVプログラムの当選者の家族は、同時にグリーンカードを手にすることができます。 具体的には、当選者の配偶者と、当選者の未婚の21歳未満の子が該当します。
当選者の未婚の子の年齢ですが、どの時点で21歳に達しているという判断をするのかについては、複雑ながら明確に決められています。

抽選の申し込みの日でも、当選日でも、大使館での面接日でも、入国日でもありません。
この基準は、"Child Status Protection Act of 2002 (CSPA)"と呼ばれています。 米国国務省のサイト で確認することが出来ます。

当選通知書に記載されているCase Numberの順に、順次国務省のサイトのVisa Bulletinで面接日が発表されます。自分のCase Numberの載ったVisa Bulletinが発表された日を、ビザがavailableになった日とします。
Lotteryの開始日から、当選通知書に記載された発行日までの期間を、"petition is pending"であった期間とします。
ビザがavailableになった日から、"petition is pending"であった期間を差し引いた日に、21歳に達していない子供は、親と同時にグリーンカードが発行されると書かれています。
DV2008 Lotteryの開始日が2006/10/04で、当選通知に記載された当選通知の発行日が2007/05/08、VISA Bulletinの8月号が発行されたのが2008/07/08の場合、2006/10/04から2007/05/08までの217日を2008/07/08から引くと、2007/11/05となり、この日に21歳に達していなければ21歳未満の子と見なされることになります。

"Child Status Protection Act of 2002"が有効になった2002/08/06までは、大使館面接の日で判断されていたようです。

Full Face Photo These requirements apply to the full face photo which must be submitted for each applicant. Photo Size The full face photo for each visa applicant submitted must measure: 2 by 2 inches (roughly 50 mm square) with the head centered in the frame. The head (measured from the top of the hair to the bottom of the chin) should measure between 1 1 inch to 1 3/8 inches (25 mm to 35 mm) with the eye level between 1 1/8 inch to 1 3/8 inches (28 mm and 35 mm) from the bottom of the photo. Photo Appearance The photograph must be a full-face view in which the visa applicant is facing the camera directly. The applicant should not look down or to either side, and the face should cover about 50 percent of the photo area. Side or angled views are not accepted. The photograph must be in color, but must have anly a white or off-white background. Photos with dark, busy, or patterned background will not be accepted. In general, the applicant's head, including both face and hair, should be shown from the crown of the head to the tip of the chin on top and bottom and from hairline side-to-side. It is preferable that ears be exposed. Head coverings and hats are only acceptable due to religious beliefs, and even then, may not cover any portion of the applicant's face. Sunglasses or other wear which detracts from the face are not acceptable unless required for medical reasons (an eye patch, for example). A photograph depicting a person wearing a traditional facemask or veil that does not permit adequate identification is not acceptable. 5 Looking Ahead: Applying at an Embassy or Consulate: If KCC receives the completed forms listed above while visa numbers are still available, you will be sent an appointment date and time for your visa interview at a U.S. Embassy/Consulate and information on how and where you, your spouse and children (if they will immigrate with you) can obtain medical examinations. Do not give up your job, dispose of your property, or make any final travel arrangements before you receive your immigrant visa. If and when your immigrant visa is approved, you will have six months (from the issuance date) to travel to and enter the United States. Each applicant must be prepared to pay on the appointment day all fees required in connection with applying for a diversity visa. Prior to your appointment, please review the Fee Schedule at http://travel.state.gov/visa/vofees.html#perm to obtain the most current fee information. As of March 8, 2005 the Diversity Visa Fee is $375. Only contact the KCC to report a change of address or change in your family's status, such as death, marriage, divorce, birth of a child, etc. Once KCC notifies you of your appointment date for the immigrant visa interview along with information concerning medical examinations, the American Embassy or Consulate abroad will conduct all further processing. Do not contact the Embassy/Consulate where you will apply until your appointment date has been set. One final note: This letter only concerns processing of the DV-2008 visa. If you are also registered under another immigrant visa category, you should continue to process the other case using the instructions sent to you separately under that visa category. Applying for adjustment of status in the U.S.: If you are in the United States, you may be eligible to apply to the U.S. Citizenship and Immigration Services (USCIS), formerly INS, for adjustment of status. The option to adjust status may not be available to all applicants. To determine whether or not you may adjust status you must contact the USCIS. If the USCIS confirms your eligibility to adjust status you should take this packet of documents to your local USCIS office. USCIS will provide instructions on how to proceed. It will not be necessary for you to contact the KCC for any further information or instructions if you apply to adjust status in the United States, and the KCC will not contact you again. If your spouse and/or children live outside the United States, they may be eligible to apply for immigrant visas under the Diversity Visa program at a U.S. Embassy or Consulate General. However, the Embassy/Consulate cannot process your family members' applications until notification is received from USCIS advising that you have adjusted status. 6 family members will apply abroad for their visas to join you. You must request the USCIS to notify the embassy or consulate where your family intends to apply. The embassy or consulate must also be notified of the address where your family members can be contacted to chedule an interview. Please remember that your spouse and/or children must apply for and be issued immigrant visas before the Diversity Visa program ends on September 30, 2008. They will not be eligible to apply for or be issued visas under this program after that date. It is therefore important that the embassy or consulate receives notification from USCIS in time to process the visas before the end of DV-2008. For additional information on adjusting your status in the United States, please refer to www.uscis.gov. If USCIS determines that you are eligible to adjust status you will be required to pay a non-refundable diversity visa fee directly to the Department of State. This fee is assessed to cover the cost incurred by the Department in running the DV Program and is separate from any fees you will need to pay USCIS as part of your adjustment application. You must pay the diversity visa fee per person; that is a fee for yourself and for each member of your immediate family who plans to adjust status with you in the United States. Family members living overseas will pay the diversity visa fee at the embassy/consulate where they will receive their visa. The fee for these family members must not be paid in the United States.
